EMC

ECM (not EMC) stands for electronic counter measures. It decreases the effectiveness of enemy fighters, and is fairly important in ARing, I believe.

I really don't know that much about what else it does, if anything. It isn't one of the more important techs, and I usually don't keep the tech level very high for it.
